次世代の学童は共産主義の思想、歴史、恐ろしさについて教育を受ける必要があり、それによって国民は米国がなぜ世界で最も自由な国なのか、そして共産主義の思想を拒否することで自由が維持されるのかを理解する必要がある。

共産主義が国で繁栄するためには、生命、自由、プライバシー、権利を含む、我々が大切にしている基本的人権を奪うことが必要である。

共産主義国が権力を維持するために抑圧と社会統制の手段として心理学的アプローチを用いて全体主義政府を維持しようとしてきたことは歴史が示している。

今年はロシアのボルシェビキ革命から106年目にあたり、その結果ウラジーミル・レーニンによる世界初の共産主義政権が誕生した。 

数十年にわたり、解放という偽りの口実の下で共産主義が採用された場所ではどこでも、共産主義は苦悩、失敗、そして死をもたらし、神から与えられた自由な信仰、結社の自由、そして私たちが神聖視する他の無数の権利を罪のない人々から組織的に奪ってきた。そして 

過去一世紀にわたり、世界中の共産主義全体主義政権は、何百万人もの人々を殺害し、さらに数え切れないほどの人々を搾取、抑圧、暴力、そして計り知れない破壊にさらしてきた。そして

犠牲者はボルシェビキ革命で銃殺され、ウクライナのホロドモールや中国の大躍進政策で飢え、ソ連の強制収容所で過酷な労働を強いられ、バルト海流送でシベリアに追放され、キューバのイル・ド・パンで処刑され、文化大革命で殴り殺され、ベトナムから逃げる途中で溺死し、カンボジアの荒涼としたキリング・フィールドにゴミとして撒き散らされ、 

自由を切望する国民は共産主義政権によって強制、暴力、恐怖を用いて抑圧され、全体主義とその多くの不正は悲惨をもたらし、何世代にもわたる夢を虜にしてきたが、自由を重んじる国の国民は神から与えられた可能性を最大限に追求することで繁栄してきた。そして

連邦として、そして国家として、我々は、共産主義の下で亡くなった何百万人もの人々と今も苦しんでいる人々の記憶、そして世界中に自由と機会を広げるために勇敢に戦った人々の不屈の精神を称え、より明るく自由な未来を切望するすべての人々のために自由の光を輝かせるという確固たる決意を再確認する。 

したがって、私、グレン・ヤングキンは、2023 年11 月 7 日をバージニア州の共産主義犠牲者記念日として認め、この記念日をすべての市民の注意を引くよう呼びかけます。 

WHEREAS, the next generation of school children needs to be educated about the ideology, history, and horrors of communism so that our citizens understand why the United States is the freest nation in the world and that rejecting communist ideology will keep freedom alive; and

WHEREAS, for communism to flourish in a country, it requires taking away basic human rights which we hold so dear, including the rights to life, liberty, privacy, and freedom; and

WHEREAS, history has shown us that communist countries have attempted to maintain a totalitarian government using psychological approaches as implements of repression and social control to stay in power; and

WHEREAS, this year marks 106 years since the Bolshevik Revolution in Russia, resulting in the world’s first communist regime under Vladimir Lenin; and 

WHEREAS, for decades, wherever communism has been adopted under the false pretense of liberation, it has delivered anguish, failure, and death while systematically robbing innocent people of their God-given rights of free worship, freedom of association, and countless other rights we hold sacrosanct; and 

WHEREAS, over the past century, communist totalitarian regimes around the world have killed millions of people and subjected countless more to exploitation, repression, violence, and untold devastation; and

WHEREAS, victims were shot to death in the Bolshevik Revolution; starved in the Ukrainian Holodomor and China’s Great Leap Forward; worked to death in the Soviet gulag; exiled to Siberia in the Baltic Deportations; executed on Cuba’s Isle of Pines; beaten to death in the Cultural Revolution; drowned fleeing Vietnam; strewn as litter on Cambodia’s desolate Killing Fields; and 

WHEREAS, citizens yearning for freedom were subjugated by communist regimes using coercion, violence, and fear while totalitarianism and its many injustices have wrought misery and held captive the dreams of generations, and the citizens of those nations that value liberty have prospered in pursuing their God-given potential to the fullest; and

WHEREAS, as a Commonwealth and as a Nation, we honor the memory of the millions who died and those still suffering under communism, the indomitable spirit of those who have fought courageously to spread freedom and opportunity around the world, and we reaffirm our steadfast resolve to shine the light of liberty for all who yearn for a brighter, freer future; 

NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize November 7, 2023, as VICTIMS OF COMMUNISM MEMORIAL DAY in the COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
